Budget Information

The Annual Meeting, Budget Vote & Trustee Election will be conducted by in person voting and absentee ballots on Tuesday, May 16, 2023. What is Proposition No. 1?

The first proposition is the proposed budget for the 2023-24 school year. The proposed spending plan preserves the programs and services that have been introduced in the last two years to support students at all grade levels, while being mindful of the cost impact on residents. The proposed budget represents a tax levy increase of 3.05%, which is within the District’s allowable cap for the upcoming year.

While the District will receive an increase in State aid of approximately $5.8 million for the upcoming year, there are a few factors contributing to a rise in expenses. This includes an increase in health insurance premiums. The District is facing an increase of approximately $1.57 million in this area alone. The District remains committed to preserving the programs that are contributing to greater student success.

This year, the District’s motto was “Changing Mindsets Together.” The District implemented several programs that led to tangible results for students. Initiatives included the Summer Academic Success Program in all buildings, Leaders of Tomorrow and the RULER program, among others. These programs support students’ academic growth, as well as their social-emotional well-being.

In addition the proposed budget includes security upgrades at the Middle School, as well as improvements to the District’s infrastructure to support instructional technology within the buildings.

What is Proposition No. 2?

As residents may know, in addition to voting on the proposed budget for the 2023-24 school year on Tuesday, May 16, residents will also have the opportunity to vote on a second proposition. Over the past week, the district has received questions regarding Proposition No. 2. We would like to clarify the details.

Proposition No. 2 would allow the District to use $2.5 million in capital reserve funds to construct heating and ventilation, plumbing, electrical and bathroom renovations at Edmund W. Miles Middle School. There would be no tax impact associated with the $2.5 million expenditure since the money already exists in the reserve fund. Voter approval is required, however, for the District to expend monies from this fund.  

In addition to this $2.5 million, the proposed budget for 2023-24 includes a transfer of $1.5 million to capital projects to supplement funds for the improvements listed above. Should Proposition No. 2 be defeated, the district will decide on which capital projects at the Middle School will commence.


What Happens if Voters Defeat the Budget on May 16?

The Board of Education has three options: put the same budget up for a second vote, put a revised budget up for vote or immediately adopt a contingency budget with a zero percent tax levy increase. If the budget is defeated a second time, by law, the District must operate on a contingency budget for the 2023-24 school year which must carry no increase in the tax levy as per New York State law. This would require a cut of $1,888,405.66. Under a contingency budget, by law, restrictions would apply to capital improvements, purchase of equipment and community use of facilities.
